Seeking to secure: on linking Aadhaar-GST registration

The move to link Aadhaar with GST registration is a tentative step in the right direction
Ever since the Centre and the States passed(पारित किया) the “landmark legislation(ऐतिहासिक कानून) in 2016 adopting(अपनाना) a single countrywide Goods and Services Tax (GST), the “federal council(संघीय परिषद) that is tasked with overseeing(देखरेख) all the regulatory(नियामक) aspects(पहलुओं) of the indirect(अप्रत्यक्ष) tax(कर) has had its hands full. From recommending(सलाह देना/ सिफारिश करना) the rates that could apply to various(विभिन्न) products(उत्पादों) and services, to deciding(निर्णय लिया) on what could be tax exempted(छूट प्राप्त ), the GST Council has had the onerous(महत्वपूर्ण) task(कार्य) of laying(अस्थायी/तैयार करना) out the policy framework for administering the tax in a manner that benefits all stakeholders – the governments, the consumers(उपभोक्ताओं) and the suppliers(आपूर्तिकर्ताओं) along the value(मूल्य ) chain(श्रृंखला). Given the complexity(जटिलता) of the legacy(विरासत) taxes that GST subsumed and replaced and the teething(शुरुआती) troubles(परेशानियां) of operating a new tax system, ensuring(सुनिश्चित करना) optimal(सर्वोत्तम/श्रेष्ठ) outcomes(परिणाम) has proved an abiding(स्थायी/टिकाऊ) challenge. A significant(महत्वपूर्ण) concern(चिंता) relates to the loopholes(खामियों) that unscrupulous(बेईमान) operators have sought (मांग की) to exploit(शोषण, अनुचित लाभ उठाना), that ought to have accrued(जमा/उपार्जित) to the Centre and the States has leaked while allowing(अनुमति) these elements(मूल तत्व) to derive(प्राप्त करना/नतीजा होना ) illicit(अवैध ) profits(लाभ). And the scale of some has been breathtaking(लुभावनी). Earlier this month, the Directorate General of GST Intelligence and the Directorate General of Revenue Intelligence(खुफिया/बुद्धिमानी) conducted(कार्रवाई की गई/संचालित) a pan-India joint operation, which saw about 1,200 officers simultaneously(एक साथ ) conducting searches at 336 different locations. In the process they unearthed(खुलासा ) a network of exporters and their suppliers who had connived(मिलीभगत) to claim(दावा) fraudulent(धोखाधड़ी) refunds of Integrated(एकीकृत) GST, with more than ₹470 crore of input tax credit availed(लाभ उठाया) being based on non-existent entities or suppliers with fictitious addresses. A further ₹450 crore of IGST refund is also under review.

It is against the backdrop of such cases, and the fact that frauds totalling up to a staggering(चौंका देने वाला) ₹45,682 crore have been detected since the roll-out of the tax in July 2017, that the GST Council has decided “in principle” to recommend(सलाह ) linking Aadhaar with registration of taxpayers. In its 37th meeting in Goa on Friday, the council(परिषद) also agreed to appraise(आंकना) the possibility(संभावना) of making the biometrics-based unique identifier mandatory(अनिवार्य) for claiming refunds. Already the GST Network — the information technology backbone on which the whole tax system runs — has made it mandatory for new dealers registering under the composition scheme for small businesses to either authenticate their Aadhaar or submit to physical verification of their business, starting January 2020. The council too needs to follow the network’s lead and move swiftly(तेजी से) to recommend mandatory linking for refunds, especially(खासतौर) since that has proved to be the main source of most frauds. In a becalmed(वृद्धि हुई) economy, neither the Centre nor States can afford(जुटाना/कर सकना) to forego even a rupee of revenue that is due to the public coffers(सम्पत्ति)
