Warm up to the Valley: On Kashmir lockdown

The Centre must lift the lockdown and release political prisoners to restore normalcy
That the Jammu and Kashmir government has withdrawn an advisory(सलाह) it issued on August 2 forcing(मजबूर करना) tourists(पर्यटकों ) to leave the Valley(घाटी ) is to be welcomed, but it would be naive to expect(उम्मीद ) any significant(महत्वपूर्ण) inflow of visitors(आगंतुकों ) immediately. Jammu and Kashmir was emptied(खाली कर दिया) of its tourists and the Amarnath pilgrims(यात्रियों) at the peak of the season on the pretext(बहाना/अन्यत्रता) of terror(आतंकी) threats(खतरे) but the real reason, it turned out, was the Centre’s move to rescind(बचाएं) the special(विशेष ) constitutional(संवैधानिक) status of the State on August 5. Tourism, a key driver of the State’s economy, was severely(बहुत/कठोरता से) hit by restrictions(प्रतिबंधों) on movement and communication(संचार). With no word from authorities(अधिकारियों ) still on restoration(बहाली) of mobile telephony and the Internet, few tourists are likely to consider(विचार करें) the Valley for a winter adventure(रोमांच). Due to lack(कमी) of communication facilities(सुविधाएं/रिआयत) and as a mark of protest(विरोध ) businesses remain shut and life in the Valley remains far from normal. The partial(आंशिक ) relief(राहत) announced now, meagre as it is, could mark a new beginning. The government has now initiated(शुरू की) a process to release(रिहा करने) prisoners(कैदियों ) who were detained(हिरासत/नजरबंद ) around the August 5 measures(उपाय), in phases. These can only be the first steps in what will have to be a quick journey towards complete(पूरी तरह ) normalcy(सामान्य) and peace in Jammu and Kashmir.

By politically eliminating(खत्म करना) the middle space between separatists (अलगाववादियों) and hyper-nationalists, the Centre has made electoral politics difficult in Jammu and Kashmir for mainstream(मुख्यधारा ) representative(प्रतिनिधि) regional parties. The notion that there is vast(बड़ा/विशाल), unexpressed support for the watering down of Article 370 is misplaced(गलत जगह) as most independent reporting from the ground has borne(जनित) out over the last two months. The failure to involve the stakeholders(हितधारकों) in the Valley in any search for a political solution (समाधान)in Kashmir is disconcerting(असंतोषजनक ). While the only concern (चिंता )for the government appears(प्रतीत होता है) to be preventing(रोकथाम ) “street violence”(सड़क पर हिंसा), the BJP is raising(बढ़ते ) Kashmir as a key campaign(अभियान ) issue(जारी) in poll-bound Maharashtra and Haryana. The government’s plans to raise a new class of local leaders through Block Development Council elections in Jammu and Kashmir on October 24 is very impressive(प्रभावशाली), at least in theory(सिद्धांत ). Assuming(मानते हुए) that it turns out as is being hoped and projected(अनुमानित), disparate(असमान) local leaders are no substitute(स्थानापन्न) for organised(संगठित ) political parties. With pro-India politicians detained(हिरासत /नजरबंद) and discredited(बदनाम कर दिया), the room for negotiations(वार्ताएं ) which was never expansive(प्रशस्त/ क़ब्ज़ा करनेवाला) in the Valley has shrunk(कम करना/पीछे हटना) further since August 5. Some seriously(गंभीर रूप से) proactive(सक्रिय ) measures(उपाय) by the Centre are required(आवश्यक ) to restore(बहाल करने ) normalcy and win popular support for the changes in Kashmir. Perhaps, returning Jammu and Kashmir its status as a State could be one such measure.
