Evolution of Education Policy

  • The first Commission to be appointed in independent India was the University Education Commission of 1948, under the chairmanship of Dr. S. Radhakrishnan.
  • The Secondary Education Commission was set up under the chairmanship of Dr. A. Lakshmanaswami Mudaliar in 1952.
  • Indian Education Commission was set up in 1964 under the chairmanship of D. S. Kothari. Popularly known as the Kothari Commission.
  • National Educational Policy of 1968 formulated in response to the recommendations of the Kothari Commission. This policy was widely criticised for its promotion of the ‘three language formula’.
  • National Policy on Education in 1986 paved the way for the establishment of open universities by setting up the Indira Gandhi National Open University (IGNOU) at Delhi.
  • The National Policy on Education – 1992 was based on the recommendations of National Programme of Action of 1992.
  • District Primary Education Programme (DPEP) was launched in 1993-94.
